What is the difference between fostering and adoption?

Fostering is a temporary arrangement to provide children with a home because they are unable to be cared for by their birth parents for various reasons. The parental responsibility for the child is held by the local authority and the child's birth parents.

Adoption is a legal procedure in which all the parental responsibility is transferred to the adopter. When a child is adopted, they become a permanent part of their adoptive family.
